I'm not exactly too sure where the word comes from, but in Russian water is вода (voda) and vodka is водка (vodka). As you can see, there is only one extra letter in vodka, and that letter is к (k). Tiny in Russian can be translated as крошечный (kroshechniy), and so if you take the first letter of крошечный and put it in вода in the penultimate place you get водка.
